Cardiff Council's Cabinet is scheduled to convene on Thursday, 19 March 2026, with a packed agenda covering a range of significant local issues. Key discussions are expected to include the proposed renewal of the Business Improvement District (BID) for the city centre and Cardiff Bay, alongside plans for a new green crematorium and wake facility. The Cabinet will also consider the Housing Revenue Account Business Plan for 2026-27 and a new Tenant Engagement Strategy for 2026-2030, as well as proposals for recladding works at Beech House and Sycamore House. Further topics on the agenda include the procurement of an Enterprise Resource Planning (ERP) system, the development of the Ely Youth Zone, and the potential introduction of a visitor levy. Additionally, the Cabinet will review the draft school admission arrangements for 2027/28 and a variation to the 2026/27 arrangements for St Mellons Church in Wales Voluntary Controlled Primary School. Rent setting 2025/26

Brief Summary of Issues (English & Welsh) A Social Housing Rent Policy was introduced in 2020/2021. This allows for a maximum rent increase of September CPI + 1%. This policy was originally for 5 years and has been extended into 2025/26 If CPI is above 3%, the Welsh Government Minister will be required to decide about any rent increase that can be applied. When deciding on whether to apply the increase, consideration must be given to the value for money and affordability for tenants. Any possible cost efficiencies that can be made on the Housing Revenue Budget must also be considered. The introduction of the Renting Homes Wales Act (2016) on 1st December 2022, stipulated that 2 months’ notice must be given to contract holders (tenants) before amending any rents. The cabinet report will lay out the proposal for setting rents in considering affordability, value for money and any savings identified.

This is the annual statutory report which outlines the results of air quality monitoring undertaken on behalf of Cardiff Council by Shared Regulatory Services. The report also provides an update on the implementation of measures as part of the city wide Air Quality Action Plan and will also provide an update to the implementation of the Clean Air Plan to demonstrate compliance on Castle Street.
