The Audit and Governance Committee, Cabinet, and Council decided to note the Treasury Management Year End Annual Report 2025/26 on 16 September 2026. The report details the council's treasury management performance for the financial year.

The Cabinet decided to note the decisions of the Community Infrastructure Levy (CIL) Joint Committee from its 13 July 2026 meeting. This included approving the updated Terms of Reference for the CIL Joint Committee Joint Officer Working Group. The Cabinet also noted the allocation of £2,924,669 to the M5 Junction 10 scheme and the continued ringfencing of future CIL income for this project.

The Cabinet and Council decided to recommend and resolve to give delegated authority to the Leader of the Council, in consultation with senior officers, to complete the sale of Gloucestershire Airport and its entire share capital to a preferred bidder. Officers will work with Cheltenham Borough Council to finalise the sale.

The Cabinet decided on 16 September 2026 to approve a review of future service delivery arrangements for Parking Enforcement Services. Officers are to undertake due diligence and appraisal of bringing the service in-house or retendering it. Authority is delegated to the Director of Place, Assets & Regeneration, in consultation with the Cabinet Member for Resources, to take forward the most beneficial option.

The Cabinet and Audit and Governance Committee decided to approve and adopt the updated Counter Fraud Policy and Strategy 2026-28 on 16 September 2026. This policy reflects recent legislative developments, incorporates emerging fraud risks, and updates key personnel responsibilities.
