The Constitution Committee convened to discuss and approve a new Planning Code of Conduct for members, replacing the existing Planning Code of Practice, and to note the committee's Terms of Reference. The committee also approved the minutes from the previous meeting held on 8 April 2025.

Licensing Sub Committee E Officer

Licensing Sub Committee E - Wednesday 8 October 2025 11.00 am, NEW

The Hackney Council Licensing Sub-Committee E convened to address concerns regarding several Temporary Event Notices (TENs) submitted for Hatch Homerton, a cafe bar located at Unit G2, 8 Mackintosh Lane, London E9 6AB. The committee decided to issue counter notices for all four TENs, effectively preventing the proposed events from taking place. Councillor Gilbert Smyth was elected as Chair of the meeting.

Planning Sub-Committee Secretary

The Hackney Council Planning Sub-Committee met on 8 October 2025, to discuss several planning applications, including a large development at the Shoreditch Island Site, the construction of new residential dwellings on the Nye Bevan Estate, and the change of use of existing properties to children's homes at 38 Firsby Road and 15 Triangle Road. The sub-committee approved the minutes from the previous meeting, and also approved all of the planning applications that were discussed, with the exception of the application for 9 Clifden Road, which was deferred.

Licensing Sub Committee D of Hackney Council is scheduled to meet on Wednesday 1 October 2025 to discuss several licensing issues. These include applications for a new premises licence, and to vary an existing premises licence, as well as a standing item on temporary event notices. The meeting will also cover procedural matters such as the election of a chair and review of the minutes from the previous meeting.

The Licensing Sub Committee E of Hackney Council scheduled a meeting to address licensing concerns within the borough. The agenda included a new premises licence application, a request to vary an existing premises licence and a personal licence application. Councillor Richard Lufkin, Councillor Lynne Troughton and Councillor Gilbert Smyth were scheduled to be in attendance.
