Oxfordshire County Council's cabinet has endorsed the proposed devolution of powers and functions from central government, agreeing to submit an Expression of Interest (EOI) to signal their readiness for further discussions. The EOI, designed to position the region for early consideration in the next wave of the Devolution Programme, is an initial invitation to government and not a final decision on establishing a Mayoral Strategic Authority (MSA). A further report will be presented to the cabinet before any final decision is made regarding the creation of an MSA.

County Council - Tuesday, 9 December 2025 10.30 am
The Oxfordshire County Council meeting on 9 December 2025 included discussion of a proposal to submit an Expression of Interest for a Mayoral Strategic Authority, a review of member allowances, and reports on gender and ethnicity pay gaps. Also on the agenda was a mid-term review of treasury management and a review of member champions. Several motions were put forward for consideration, covering topics such as emergency planning for reservoir discharges, community cohesion, mental health services, men's health awareness, and pavement weed clearance.

Local Transport and Connectivity Plan Monitoring Report

To provide cabinet with an update on progress made to deliver the LTCP and agree minor updates to the document. The LTCP was adopted in July 2022 and included the commitment to publish annual monitoring reports. The first annual monitoring attended cabinet in October 2023 and it is proposed the next annual monitoring report attends cabinet in October 2024. The report will provide cabinet with an update on progress made to deliver the LTCP and performance against the KPIs and headline targets. There are also minor wording amendments suggested for agreement.
