Housing Revenue Account Outturn

This report provides the Executive with details of the actual revenue expenditure for 2024/25 for the Housing Revenue and Repairs Account, with updates and implications for the HRA capital programme.   The Housing Revenue and Repairs Account is separate from the General Fund of the Council and covers the income and expenditure for the Council owned housing stock.   The £15.6M revised budget set by the Executive for the Housing Revenue and Repairs Account in February highlighted a number of pressures including responsive repairs costs remaining high alongside those for planned maintenance and other capital costs. Therefore, the revised budget was set with no expected transfers to the HRA reserves other than for leaseholders.   However, careful management of resources and phasing of the planned maintenance programme has meant that the HRA outturn position is stronger.   The final figures for the Housing Revenue and Repairs Account (HRA) in 2024/25 show net Expenditure for the year of £14.7M, against income of £16.1M. This has meant that it has been possible to make a £500k contribution to both the Capital Improvement and Development Fund and Debt Repayment Reserve to earmark them for future financial resilience. This has left a £274,985 surplus on the account which will be added to the HRA revenue reserve.   Overall, total HRA Reserves have increased by £1.649 million. However, HRA borrowing has increased by £3.85 million mainly to finance the new build projects in the capital programme.

Corporate Peer Challenge Outcome

To provide an update on the recent Corporate Peer Challenge and to seek approval to publish the Local Government Association’s (LGA) feedback report.   As part of the Council’s commitment towards continuous improvement and to meet its Best Value Duty, the Council hosted the Corporate Peer Challenge (CPC) Peer Team between 10-12 March 2025. The aim of the challenge was to provide assurance, share good practice with the wider sector, as well as receive valuable challenge and advice to support improved service provision. The draft feedback report produced by the Peer Team, presented in Appendix A, shared very positive findings about the Council. It also provided recommendations to help support continuous improvement at the Council If approved, the report will be published by the Council on the website and by the LGA on their own website.

Battery Powered Mobility Aids (draft for Consultation)

To approve the draft Fareham Housing Battery Powered Mobility Aids Policy for consultation and approve delegated authority to the Director of Housing, following consultation with the Executive Member for Housing, to make any minor changes to the Policy prior to public consultation.   The new Policy provides comprehensive information on the safe storage, charging and use of battery powered mobility aids.  It also details the process for obtaining permission for one.  The Policy outlines the relevant legislation and fire safety guidance, furthering the context for the procedures.

The Draft Fareham Housing Tenant Alterations and Improvements Policy - Adoption

To seek Executive approval for the Draft Fareham Housing Tenant Alterations and Improvements Policy for adoption.   Under section 97 of the Housing Act 1985, as amended, all eligible tenants have the right to make alterations or improvements to their homes.  While tenants must have the permission of the landlord to carry out any such alterations or improvements, the law also stipulates that this permission cannot be ‘unreasonably withheld’.   The draft Fareham Housing Alterations policy provides comprehensive information on the alterations process, background and relevant legislation.  This document updates the information on our website and brings it together in a single policy.   At its meeting on 9 January 2025, the Housing Scrutiny Panel approved the document to go to Executive with changes to the process chart in Appendix C to improve clarity.  Following Executive agreement on 3 February 2025, the draft Tenant Alterations and Improvements policy was circulated for public consultation from 17 February to 31 March 2025.
