The meeting started with a statement from the Leader of the Council, Councillor Tim Oliver OBE, and a statement from the Leader of the Liberal Democrat group, Councillor Paul Follows. The Council then approved the appointment of Andy Brown as the Section 151 Officer, the absence of Councillor David Lewis from Council meetings, amendments to the constitution, and noted the annual report of the Audit and Governance Committee. A debate was held on an original motion to tackle the increasing problem of motorcycles parking on pavements, which was passed. Another original motion proposed making Surrey County Council an “End Poverty” Council was passed after the rejection of an amendment to commit the Council to not reducing funding for charities that tackle poverty. Finally the Council noted the recommendations of the Communities, Environment and Highways select committee on the referral of a motion on plant based meals.

Surrey County Council's People, Performance and Development Committee met to discuss the appointment of a new Executive Director of Finance and Corporate Services.
Cabinet - Tuesday, 24 September 2024 2.00 pm
The Cabinet noted Surrey County Council's financial position and approved an increase in the maximum value of projects that can be funded by the Your Fund Surrey small projects fund from £50,000 to £100,000. They also agreed to delegate authority to an appropriate Director, in consultation with the Cabinet Member for Customer and Communities, to approve awards of up to £100,000 for the Your Fund Surrey large projects fund.
Health and Wellbeing Board - Wednesday, 18 September 2024 10.00 am
The meeting resulted in a number of decisions, with the board agreeing to review the responsibility for strategic oversight of community safety and consider making it a separate arrangement. The board also agreed to endorse a poverty pledge, confirm and endorse the four areas for development from the February 2024 Health and Well-being Board Better Care Fund event, and endorse the further development of the Library of Experiences method.
People, Performance and Development Committee - Monday, 9 September 2024 10.30 am
The Committee noted the 2024-25 Pay Policy Statement, and progress made in implementing the recommendations from the Local Government Association's Equality, Diversity and Inclusion peer review, and the Council's own reviews of the experiences of disabled, ethnically diverse and LGBTQ+ employees at Surrey County Council.

Devolution And Local Government Reorganisation Update

...to progress Surrey's Devolution and Local Government Reorganisation (D&LGR) programme, the Cabinet agreed to have the Leader of the Council determine the requirements for establishing a Combined Fire and Rescue Authority (CFRA) and to work with the Secretary of State to ensure debt support for Woking and Spelthorne Borough Councils, prevent the West Surrey Unitary Council from selling assets to reduce debt, and resolve the debt situations before the summer recess in 2026.
