The Council of Westminster Council is scheduled to convene on Wednesday 17 June 2026. The agenda includes consideration of proposed amendments to the Members' Allowance Scheme and constitutional changes to the Policy and Scrutiny process. A notice of motion, Protecting Fairer Westminster,

Members' Allowance Scheme Amendment
A report is scheduled for consideration regarding an amendment to the Members' Allowance Scheme for 2026-27. This amendment is proposed to align with recent changes to the Council's committee structure, which include the introduction of an additional Policy and Scrutiny Committee and adjustments to planning sub-committees. These changes would affect the allocation of Special Responsibility Allowances (SRAs) for certain roles. The report also notes the potential introduction of new arrangements allowing elected members to access the Local Government Pension Scheme (LGPS) from May 2026. The total cost of the amended scheme for 2026-27 is projected to be £1,133,985.53.
Policy and Scrutiny Constitutional Amendments
The Council is also set to consider proposed amendments to its Constitution concerning the Policy and Scrutiny process. These changes would follow previously approved alterations to the size and structure of Policy and Scrutiny Committees. Key proposals include reducing the threshold for exercising call-in
of executive decisions from three to two members of the relevant committee, and introducing criteria to guide when and why a decision may be subject to call-in. Additionally, amendments are proposed to clarify the role of the Overview and Scrutiny Committee in establishing and overseeing Task Groups, aiming for a more coordinated and effective scrutiny function. Minor amendments are also suggested to ensure the overall consistency and accuracy of Chapter 4 of the Constitution.
Notice of Motion: Protecting Fairer Westminster
A notice of motion, Protecting Fairer Westminster,
is to be moved by Councillor Ellie Ormsby and seconded by Councillor Nafsika Butler-Thalassis. This motion highlights a perceived lack of clear commitment in the Conservative Group's recent manifesto to several major policies and programmes introduced by the previous Labour administration. These include commitments to build over 1,000 new social homes by 2035, the Council's 2030 Net Zero target, the Community Hubs programme, free school meals for children aged 3-14, and the North Paddington Programme. The motion calls on the Conservative administration to publicly clarify its position on whether it will maintain and continue these initiatives, asserting that residents deserve clarity on whether these policies will be protected or abandoned.
