The Overview and Scrutiny Committee is scheduled to meet on Monday 22 June 2026. The meeting's agenda includes a review of the previous year's work plan and the development of the upcoming year's programme. Additionally, the committee will consider the appointment of new co-opted members.
Review of Previous Work Plan and Future Planning
The committee is set to review issues arising from the 2025/26 Overview & Scrutiny Committee work plan, with a view to identifying topics for further scrutiny or monitoring in the 2026/27 work plan. This includes considering regular standing items that were part of the previous year's agenda. A community consultation event, the 'Scrutiny Café', is scheduled for 24 September 2026 to gather local views on priorities for the new work plan.
The report pack indicates that the committee will consider ongoing issues from the previous year, including:
- Group-based child sexual abuse: Following discussions in the previous year, the committee had requested a report from the Borough Commander on how group-based sexual exploitation crime is recorded and classified in Haringey. The report pack notes that it had not been feasible for the Metropolitan Police to provide this report in time for a previous meeting. The committee had recommended that the successor 2026/27 committee consider conducting a Scrutiny Review on this subject, examining available data and the applicability of Baroness Casey's1 2025 audit report.
- Parking debt: Concerns were raised during a finance monitoring item in March 2026 regarding significant write-offs of parking debts. The Corporate Director for Finance explained that work had been undertaken to address high levels of debt, leading to an increase in the bad debt provision for parking by £9.9m. The committee suggested that future scrutiny work could compare the council's performance in this area with other boroughs, including collection rates, bad debt levels, and write-offs.
- Walking and Cycling Safety: An interim report on this review examined the walking and cycling action plan, with a focus on safe cycling and e-bike issues. Key findings indicated an increase in collision rates for both pedestrians and cyclists. Further work, including an analysis of best practice in other local authorities, was proposed for the next municipal year. The committee will determine whether to conduct further scrutiny work or conclude the review with the interim report.
- Communications with Residents (Adult Social Care): This review was completed, with further checks required before final approval. It is anticipated that the report will be presented for final approval before being sent to Cabinet.
- Provision of Services for Children Under One Year Old: This review was completed and approved, with a Cabinet response to the recommendations anticipated.
The committee will also consider the work programmes of the various Scrutiny Panels, including the Children and Young People's Scrutiny Panel, the Housing Planning & Development Scrutiny Panel, the Adults & Health Scrutiny Panel, and the Culture, Community Safety and Environment Scrutiny Panel. Standing items such as safeguarding reports from the Haringey Safeguarding Children Partnership (HCSP) and the Haringey Safeguarding Adults Board (HSAB) are also typically considered.
Appointments and Co-opted Members
The committee is scheduled to consider the appointment of Parent Governor representatives. The report indicates that Camilla Borthwick-Fox and Christine Cordon were appointed as voting co-opted members to the Overview and Scrutiny Committee and the Children & Young People's Scrutiny Panel in June 2025 for a two-year term. These representatives participate when educational matters are being considered.
Furthermore, the committee will consider the appointment of two non-voting co-opted members to Scrutiny Panels. Amanda Bernard, Chair of SENDPower2, is proposed for appointment to the Children and Young People's Scrutiny Panel. Helena Kania, who has expertise in the health sector and represents Disability Action Haringey and Public Voice, is proposed for appointment to the Adults and Health Scrutiny Panel. These appointments are in line with the council's constitution and protocol for non-voting co-opted members, aiming to bring additional expertise and external challenge to the scrutiny process.
Financial and Performance Monitoring
The agenda includes plans for ongoing financial and performance monitoring. Quarterly finance updates are scheduled, with the Provisional Financial Outturn report for Q4 2025/26 listed for the July meeting. Performance reports, which track indicators relating to the Corporate Delivery Plan (CDP), are expected to be available later in the year following the development of a new CDP. The committee will also consider the draft 2027/28 Budget and the Medium-Term Financial Strategy (MTFS) for 2027-32, with dedicated meetings scheduled for November 2026 and January 2027.
