The Scrutiny Management Board of North Northamptonshire Council is scheduled to meet on Tuesday 16 June 2026 to discuss the establishment of a Task and Finish Panel for the Local Transport Plan and to review the proposed Scrutiny Work Programme for 2026/27. The meeting will also consider the minutes from the previous meeting held on 16 March 2026.
Establishment of Task and Finish Panel for Local Transport Plan
A key item for discussion is the proposed establishment of a Task and Finish Panel to support the development of the North Northamptonshire Local Transport Plan (LTP). This plan is a statutory document required under the Transport Act 2000, outlining the council's transport vision, policies, priorities, and investment framework. The panel would comprise members from the Place and Environment Scrutiny Committee and other scrutiny members to ensure cross-party engagement and challenge throughout the LTP's development. The panel will operate as a time-limited scrutiny body, reporting its findings and recommendations to the Place and Environment Scrutiny Committee, the Executive, and other relevant bodies. The report highlights that this is an extraordinary meeting to expedite the approval process, aiming to avoid delays in the LTP timetable.
Scrutiny Work Programme 2026/27
The Board is also scheduled to consider the first draft of the Scrutiny Work Programme for 2026/27. This programme guides the work of the council's four Scrutiny Committees. The report outlines that the work programme is developed considering various inputs, including community concerns, members' suggestions, the Corporate Plan, and the Executive Forward Plan. The format of the programme is designed around each Scrutiny Committee's meeting schedule, with a section for scrutiny review panels and member briefings. The report notes that draft work programmes have been created for three of the four scrutiny committees, with work ongoing for the Children, Young Persons and Education Scrutiny Committee. The Board will also review the Executive Forward Plan for July to September 2026 to identify any items suitable for pre-scrutiny.
Minutes of Previous Meeting
The Board will review the minutes from the previous meeting held on 16 March 2026. This would typically involve confirming the accuracy of the record of discussions and decisions from that meeting.
