The Licensing Sub-Committee of Haringey Council met on Monday 7 September 2026 to consider two applications. The committee decided to modify the licence conditions for Dulce Pecado, including its operating hours, following a review of its premises licence. They also granted a new premises licence for Milcana Café Annexe, subject to modifications.

Review of Premises Licence for Dulce Pecado

The Licensing Sub-Committee decided to modify the conditions of the licence for Dulce Pecado, located at 263 High Road, London N15 4RR, including its operating hours. This decision followed a review of the premises licence initiated by a local resident, Izabela Slowikowska, who cited repeated public nuisance.

Representations were heard from the applicant, local residents including Sabrina de Mata and Victoria Stewart speaking on behalf of Malgorzata Eicholc, and the Noise, Nuisance & Licensing Enforcement team, represented by Craig Bellringer. The licence holder was represented by their licensing agent, Kevin Everett, along with Christopher Zawani and Andreas Castro.

Concerns raised by residents and the Noise, Nuisance & Licensing Enforcement team centred on excessive amplified music, late-night noise, anti-social behaviour by patrons congregating outside, alleged operation beyond licensed hours, and public safety issues during an outdoor event on 27 and 28 June 2026. Residents described difficulties sleeping, feeling unsafe, and having to clean up areas outside their businesses due to patron behaviour. Mr Bellringer highlighted over 15 reports of loud music since April 2026, and an incident on 28 June where approximately 60 people were observed dancing on the highway with alcohol being sold, leading to an abatement notice being issued.

The licence holder apologised for the events of 27 and 28 June, attributing them to the inexperience of a new management team. They argued that their current licence permitted alcohol service until 3 am and opening until 4 am, and that not all issues outside the premises were their responsibility. They proposed additional conditions, including enhanced communication with residents and an increase in security staff. They also noted that the venue is an important space for the Latin community and that another nearby venue operates until 5 am.

The Sub-Committee concluded that the premises' operation was undermining the prevention of public nuisance, citing significant and valid concerns from residents. While acknowledging the licence holder's attempts to address issues, the committee found that more needed to be done. The late opening hours were identified as the primary cause of the recurring problems.

As a result, the operating hours were modified. Alcohol will now be served until 12:00 am and the premises will close by 1:00 am from Sunday to Thursday. On Friday and Saturday, alcohol will be served until 1:00 am and the premises will close by 2:00 am. Additional conditions were imposed, including the submission of a Noise Management Plan and the requirement for a minimum of two additional SIA licensed door supervisors on event days. The committee decided against making the modifications temporary, stating the licence holder would need to apply for extended hours in the future and demonstrate that the issues had been resolved.

Grant of New Premises Licence for Milcana Café Annexe

The Licensing Sub-Committee decided to grant a new premises licence for Milcana Café Annexe, located at 50 Park Lane, Tottenham, London N17 0JS, subject to one modification.

The application was made by Olu Olusola on behalf of Jirom Menghis Woldemichael, trading as Milcana Café. The premises is an annexe to an existing Ethiopian and Eritrean café. The application sought authorisation for the sale of alcohol for consumption on the premises from 10:30 am to 11:00 pm, Monday to Sunday, with opening hours also until 11:00 pm.

Representations were received from the Metropolitan Police and local residents. The Metropolitan Police, represented by PC Costache, suggested modifying the operating schedule to end alcohol sales at 10:30 pm and for the premises to close at 11:00 pm, aligning with the existing licence for the adjoining café. They also proposed additional conditions related to CCTV, incident logs, and a zero-tolerance policy towards drug use.

Local residents raised concerns about potential increases in noise, disorder, and anti-social behaviour, citing a previous stabbing incident at the premises and ongoing issues with people gathering and gambling. They also expressed concern about the proximity to local schools. One resident noted that the public notice for the application was not displayed correctly.

The applicant, represented by Ms Milcana Tesfay, stated that the annexe would be ancillary to the café, that gambling and drug use were strictly prohibited, and that staff were instructed to call the police if such activities were observed. They acknowledged a past stabbing incident but contextualised it as an altercation between known individuals. The applicant agreed to the Metropolitan Police's suggested modifications to the operating hours and accepted the additional conditions proposed by the police.

The Sub-Committee was satisfied that granting the licence, with the modified hours and agreed conditions, would be consistent with the licensing objectives. The slightly shorter hours were deemed appropriate to allow patrons time to wind down, and the applicant had not resisted these changes. The conditions proposed by the police were also agreed upon. The committee considered the residents' objections but was satisfied that the applicant's representations had addressed their concerns.

The licence was granted with alcohol sales permitted from 10:30 am to 10:30 pm and premises opening hours from 10:30 am to 11:00 pm, Monday to Sunday, along with the conditions proposed by the Metropolitan Police.
