Open Council Network is an independent organisation. We report on Kingston upon Thames and are not the council. About us
The Surbiton Neighbourhood Committee is scheduled to meet on Tuesday 3 November 2026 to discuss a range of local issues. Key topics include a proposed programme for speed reduction in the neighbourhood, the outcome of a consultation on traffic management in Tolworth Close, and applications for community grants. The committee will also consider the proposed Local Implementation Plan programme for 2027/28.
Speed Reduction in the Neighbourhood - Phase 2
The committee is set to review traffic survey data concerning average speeds within the Surbiton Neighbourhood. This will inform a proposed programme of measures aimed at encouraging speed reduction in areas identified during the second phase of a 20mph review. The report highlights that while overall speeding levels have decreased across the borough, some roads still exceed the 20mph limit. The proposed interventions include the installation of Speed Indicator Devices (SIDs), speed cushions, and speed tables, subject to local engagement. The council's commitment to Vision Zero, an ambition to eliminate deaths and serious injuries on London's transport network, underpins these efforts to improve road safety, encourage active travel, and enhance the local environment.
Tolworth Close - Experimental Traffic Management Order (ETMO) Consultation
A discussion is scheduled regarding the Experimental Traffic Management Order (ETMO) for the closure of Tolworth Close at its exit onto Tolworth Broadway. The report indicates that while the trial closure successfully eliminated through-traffic on Tolworth Close, it led to traffic displacement onto adjacent roads, notably Ewell Road. Consultation responses were predominantly critical of the closure, with a significant majority of formal objections coming from outside the immediate Tolworth Close area. Officers recommend making the modal filter permanent, citing that the scheme has effectively met its core policy goals of re-routing traffic onto the main road network. To address concerns about increased queuing traffic on Raeburn Avenue, the introduction of additional single yellow line waiting restrictions during peak hours is also proposed.
Community Grants Programme
The committee will consider applications for Neighbourhood Community Grants (NCGs). Several organisations are seeking funding to support various community projects. These include:
- Head2Head Sensory Theatre, requesting £3,000 for accessible multi-sensory shows and pantomimes for children and young people with disabilities.
- The Community Brain, seeking £3,000 to support 'Mini Day 2027', a community celebration of local engineering and design.
- Kingston Carers Network, applying for £2,000 for their 'Time for You' project, offering workshops and activities for unpaid carers.
- Achieving for Children (AfC), requesting £3,000 for their 'Splish, Splash, Safety' programme, providing swimming lessons and water safety for young children.
- Man & Boy, applying for £3,000 to deliver their 'Stronger bonds, Brighter Futures' programme, offering support to referred beneficiaries facing multiple barriers.
The council has £14,200 of NCG funding and £14,896.31 of Councillor Ward Funding remaining for allocation this municipal year.
Proposed Local Implementation Plan (LIP) Programme 2027/28
The committee is to be presented with an outline of schemes proposed for inclusion in the final year of the three-year 2025-28 Local Implementation Plan (LIP) funding bid to Transport for London (TfL). These schemes aim to improve the borough's transport network, encouraging a shift towards more sustainable and safer transport, aligning with the council's zero carbon and Vision Zero ambitions. The proposed programme includes ongoing schemes and new projects, with a focus on areas such as safer corridors and neighbourhoods, cycle network development, bus priority measures, and micro-mobility. The total estimated cost for the proposed 2027/28 LIP funding bid across all programme streams is £1,752,000.
The meeting will also include time for public questions and petitions, the confirmation of previous minutes, and a review of the committee's work programme.
