The Regulatory Committee is scheduled to meet on Tuesday 3 November 2026 to discuss a proposed revision to the council's Statement of Licensing Policy. This revision includes proposed changes to how cumulative impact areas are managed, following a period of public consultation.
Licensing Act 2003: Proposed Revised Statement of Licensing Policy
The committee is scheduled to consider a report regarding a proposed revised Statement of Licensing Policy, made under the Licensing Act 20031. This policy outlines the council's approach to licensing premises for activities such as the sale of alcohol, provision of entertainment, and late-night refreshment. The report details the outcomes of a public consultation process that took place between 2 August 2026 and 25 October 2026.
The committee is being asked to consider the feedback received during this consultation and to discuss, debate, recommend, or amend the draft Statement of Licensing Policy. The report indicates that the proposed policy aims to retain the existing Cumulative Impact Assessments2 for Richmond Town Centre and Twickenham Town Centre.
Additionally, the report outlines proposals for new Areas of Special Interest and Consultation,
which have been identified as Richmond Green and Richmond Riverside. The committee will be asked to approve the draft Statement of Licensing Policy and Cumulative Impact Assessment, subject to any amendments agreed upon. Authority would then be delegated to the Director of Environment and Community Services, in consultation with the Licensing Manager, to make any necessary consequential amendments before the policy is submitted to the full Council on 8 December 2026 for adoption.
The proposed revised policy includes a number of new sections and amendments, such as updated guidance on promoting economic benefits, a dedicated section on alcohol-related public health concerns, and new provisions for white collar boxing events, outdoor events, and temporary structures. It also incorporates guidance on the Ask for Angela
scheme, violence against women and girls, counter-terrorism measures, the environmental impact of generators, and delivery services.
The report notes that the consultation process involved directly notifying responsible authorities, solicitors representing licensees, trade associations, ward councillors, and residents' associations. Responses were received via an online consultation portal and by email. The committee will consider these responses and make any necessary amendments to the policy.

The Licensing Act 2003 is the primary legislation governing the sale of alcohol, the provision of regulated entertainment, and late-night refreshment in England and Wales. It aims to promote four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm. ↩
-
Cumulative Impact Assessments (CIAs) are special policies that licensing authorities can publish to limit the number or types of licence applications granted in areas where the concentration of licensed premises is having a cumulative impact, leading to problems that undermine the licensing objectives. ↩
