Queensway Redevelopment Project
Decision: The committee voted to grant conditional permission for the redevelopment of 114-150 Queensway and 97-113 Inverness Terrace, W2, subject to conditions and a legal agreement.
The proposal involves demolishing the existing building and constructing two interlinked buildings of up to seven storeys, with ground floor Class E uses1 and Class C32 residential units above, including affordable homes.
The development plans include:
- 94 residential units, with 35% designated as affordable housing (70% social, 30% intermediate).
- A financial contribution of £5,546 towards improvements to play space in the vicinity.
- A carbon offset payment of £485,529.
- An Employment and Skills Plan, with a financial contribution of £110,643.90 towards the Westminster Employment Service.
- A car permit-free development.
- Improvements to the Lady Samuels Garden.
- A financial contribution of £20,000 for additional tree planting.
The committee also added an informative suggesting the applicant undertakes community consultation when considering the scope of improvements to Lady Samuels Garden.
The planning officer clarified that supermarket hours of opening were accidentally omitted from the report, and are recommended to be allowed from 6am until midnight each day.
Jeremy Spencer and Nick Evans, representing Vabel, and John Zamit, representing the South East Bayswater Residents Association, addressed the Committee in support of the application.
Declarations of Interest
Councillor Jim Glen declared that he was a Trustee of the Westminster Tree Trust. Councillor Jason Williams, Chair of Planning, declared that he, along with planning officers, had attended a meeting with the applicant in February 2025 to discuss the application, but had not expressed any opinion on it. He also declared that on 15 November 2022 he was a member of the Sub-Committee that had originally approved a previous application on the same site.
