The Wokingham Borough Council Executive was scheduled to meet on 18 September 2025 to discuss a number of issues, including the Toutley East development, the relocation of the Physical Disabilities Day Service, proposed parking charges at the Aviation Car Park, a renewal of the Public Spaces Protection Order, and the Health & Safety Annual Report 2024-25. The meeting was also scheduled to include a statement from the Leader of the Council, Councillor Stephen Conway, and to answer questions from the public and councillors.

Toutley East Development

The Executive was scheduled to consider an update on the Toutley East Development proposals.

The Toutley East Development is a greenfield site to the north of Wokingham town. Outline planning consent had previously been granted for up to 130 residential units and a 70-bed dementia care home.

The report pack noted that in 2023, the Executive resolved to cease works on the design and construction of a care home on this site, and identified that disposal (sale) of the site through a framework with a development agreement was the preferred delivery mechanism.

The Executive was asked to note the work undertaken on the Toutley East Development proposals since the previous Executive report in June 2023 regarding service provision, affordable housing provision, design standards and delivery models.

The report pack stated that the Executive was to consider a recommendation to delegate authority to the Director of Resources and Assets, in consultation with the Leader of the Council, to determine and enact the level of affordable housing provision, up to 43% of the total residential provision, based on the Best Value for money opportunity for the Council.

The Executive was also asked to note the proposed approach and timeline for the disposal of the site, in accordance with the previously delegated authority to the Director of Resources and Assets, in consultation with the Leader of the Council.

Transfer of the Physical Disabilities Day Service

The Executive was scheduled to consider a report on the proposed transfer of the Physical Disabilities Day Service from Westmead Day Centre to Matthewsgreen Community Centre and the subsequent future of the Westmead site.

The report pack stated that the proposals support the strategic outcome of delivering the Optalis Physical Disabilities Day Service in a way that:

• Aligns with the council's blended model of day opportunities, combining building and community-based activities.
• Enhances accessibility and inclusion in the wider local community for those that attend.
• Improves operational efficiency and value for money.
• Enables reinvestment into essential services that benefit the wider community.

The Executive was asked to give approval to:

• Proceed with the relocation of building-based day services at Westmead to Matthewsgreen Community Centre.
• Following the relocation of services to Matthewsgreen Community Centre, the Westmead property should be put on the market for disposal.
• Delegate authority to the Director of Resources & Assets and Deputy Chief Executive, in consultation with the Leader of the council, to approve and implement disposal of the property.

Aviation Car Park Parking Charges

The Executive was scheduled to consider a report on a Traffic Regulation Order (TRO) amendment regarding parking charges at the Aviation Car Park at Dinton Pastures Country Park.

The report pack stated that the proposal to charge in the Aviation Car Park was approved in the Council's Medium Term Financial Plan in the 2023/24 financial year and will generate additional revenue of circa £40k per annum, as well as bringing this car park into line with the 5 other car parks at Dinton Pastures.

The Executive was asked to consider the objections received to the proposed Amendment Order, and to approve the making of the necessary Traffic Regulation Order in accordance with the Road Traffic Regulation Act 1984¹ and the Local Authorities Traffic Order Procedures 1996. The report pack included a draft order and scheme drawings, a statement of reasons, objections and officer responses, and all other responses.

The report pack noted that Woodley Town Council had objected to the proposal.

Public Spaces Protection Order

The Executive was scheduled to consider a report on the renewal or extension of a Public Spaces Protection Order (PSPO).

The report pack stated that a PSPO was implemented in September 2022 and requires renewal after three years. The existing PSPO has had a positive impact in addressing behaviours associated with anti-social behaviour at car meets and involving car cruising.

The Executive was asked to delegate authority to the Director for Place and Growth to:

• Commence a public consultation about a proposed renewal of a Public Spaces Protection Order.
• Consider the results of the consultation, and other supporting data.
• To authorise delegation to enter into a new or renewed PSPO to the Director of Place and Growth, in consultation with the executive lead member.

The report pack included a list of the proposed activities to be prohibited in the PSPO, and the legal basis for a PSPO.

Health & Safety Annual Report 2024-25

The Executive was scheduled to receive the Health & Safety Annual Report 2024-25.

The report pack stated that the report relates to the Council's internal health and safety performance during the period between 1 April 2024 and 31 March 2025 and covers the Council workforce, where the Council is legally the employer, which includes maintained community schools, special schools, voluntary controlled schools, nursery schools and pupil referral units.

The Executive was asked to note the internal health and safety performance for 24/25, and the priorities in the report which have informed the action plan for 25/26 and will shape activity for the next municipal year.

Public and Councillor Questions

The Executive was scheduled to answer any public questions submitted in advance. Robert Wharton had submitted a question to the Executive Councillor for Finance and Governance regarding the Berkshire Councils' pension fund investments in companies supplying arms to Israel.
