The Individual Decision Day meeting of Cornwall Council on 3 December 2025 was scheduled to cover a range of topics, including transport infrastructure, housing, and local development plans. Key items on the agenda included the Mid Cornwall Metro project, the disposal of modular housing units, and the adoption of neighbourhood development plans for Torpoint and Redruth. The meeting was also scheduled to discuss a new lease for Cornwall Airport Newquay and a capital grant for the Truro Sports Hub.
Mid Cornwall Metro - Newquay Phase 2
The agenda included a discussion on the Mid Cornwall Metro (MCM) - Newquay Phase 2 project, with a focus on committing to the construction phase. The Mid Cornwall Metro is a project to improve rail links in the region1.
Football Foundation Truro Sports Hub Phase 4
The agenda included a discussion on the Football Foundation Truro Sports Hub Phase 4 (Langarth) Capital Grant and Contract Procurements. The Truro Community Sports Hub 3G pitch development is a collaboration between Cornwall Council, LGV LLP, and the Football Foundation. The aim is to complete the works ready for the start of the next football season in 2026.
The supplementary agenda includes an updated version of Appendix 3, the Cornwall Development and Decision Wheel.
The aims, objectives and outcomes of the project are described as:
The development & construction of the 3G pitch is a key element of the wider Sports Hub project & will provide much needed all year round & all weather training facilities for local clubs & community groups including the residents of the emerging Langarth Garden Village Development.
The agenda also includes an environmental and social impact summary. It notes that current agricultural land is being converted to playing fields, access, parking, a clubhouse / community hub and landscaped areas. It goes on to say that:
The loss of agricultural land is a negative impact, however, the proposed use as sports facility has many positive impacts as set out elsewhere in this decision wheel.
The summary also notes that the construction of a 3G pitch has potentially adverse impacts on the environment due to the presence of micro-plastics in the rubber infill. It says that measures will be provided to contain the rubber infill within the pitch area & the drainage design for the pitch excludes any piped drains which could potentially transport rubber into the water run off.
Torpoint and Redruth Neighbourhood Development Plans
The meeting agenda included a discussion of the Torpoint Neighbourhood Development Plan 2010-2030 and the Redruth Neighbourhood Development Plan 2020 - 2030, specifically focusing on Making the Plan Stage
for both. Neighbourhood Development Plans allow local communities to shape the development of their areas2.
Cornwall Airport Newquay Lease
The council was scheduled to discuss a new 99-year lease for Cornwall Airport Limited (CAL) concerning Cornwall Airport Newquay.
Disposal of Remaining Solohaus Modular Units
The agenda included a discussion regarding the disposal of remaining Solohaus Modular Units. Solohaus is a company that provides modular housing solutions3.
Acquisition of Property for Children's Home
The agenda included a discussion on the acquisition of property for a directly provided children's home in Cornwall.

The agenda allowed for questions from the public to Councillor Leigh Frost, Leader of the Council & Group Leader - Liberal Democrat Group, and Councillor Dan Rogerson, Portfolio Holder for Transport, Councillor Peter La Broy, Portfolio Holder for Housing, Councillor Sarah Preece, Portfolio Holder for Tourism, Localism and Planning, and Councillor Hilary Frank, Portfolio Holder for Children, Families and Schools. The questions had to be received by the Monitoring Officer by midday on Friday, 28 November 2025 and relate to the issues on the Order of Business.
