Planning and Regulation Committee - Monday, 13th April, 2026 10.30 am
The Planning and Regulation Committee of Lincolnshire Council met on Monday, 13 April 2026, to discuss several planning and traffic regulation matters. The committee agreed to undertake site visits for two proposed anaerobic digestion plants and approved several traffic regulation orders concerning waiting restrictions in Bourne, Caistor, and Waddington, as well as a new cycleway/footway in Spalding.
Environment Scrutiny Committee - Friday, 13 February 2026 - 10.00 am
The Environment Scrutiny Committee met on Friday 13 February 2026 to discuss the Humber 2100+ flood risk management strategy, a new Environment Policy, and performance reporting for waste and flooding services. The committee acknowledged the progress on the Humber 2100+ programme and recommended continued support for the initiative. They also supported the proposed new Environment Policy, with a summary of their comments to be passed to the Executive. Performance in waste management was noted as below target for recycling rates, though household waste collected per household was below target, which was viewed positively. Flood investigation reports were all completed within the six-month target.

The Planning and Regulation Committee of Lincolnshire Council met on Monday 9 February 2026, where they granted conditional outline planning permission for residential development at Cathedral Quarry, Lincoln, and refused planning permission for an inert waste management facility at the former MOD RAF Air Base in Woodthorpe. The committee also approved the submission of a Local Impact Report to the Examining Authority regarding a solar photovoltaic electricity generating facility at Navenby, and recommended approval for several proposed traffic regulation orders across the county.

The Executive of Lincolnshire Council met on Tuesday 3 February 2026 to discuss the future of the Integrated Lifestyle Service (ILS), with a decision made to support the recommendation to the Executive to dissolve the service. The council also considered its budget for 2026/27, approving initial proposals subject to further consultation and scrutiny, and discussed updates to the Lincolnshire Minerals and Waste Development Scheme and Statement of Community Involvement.

Lincs Coast 2100+ Programme

The Executive of Lincolnshire Council decided on 07/10/2025 to approve recommendations for the Lincs Coast 2100+ Programme. The council agreed to a financial contribution of up to £0.995m for the first stage of a business case for coastal flood resilience and economic sustainability, and to support the Environment Agency's beach nourishment programme. Authority was delegated to the Executive Director – Place, in consultation with the Executive Councillor – Environment, to agree partner contributions and undertake actions to reach Gate Zero, and to the Deputy Chief Executive and Executive Director – Resources, in consultation with the Leader of the Council, to make funding reprioritisation decisions. Reports will be submitted to the Environment Scrutiny Committee every three months.
