The Transport Committee of Cambridgeshire and Peterborough Combined Authority met on Wednesday 17 June 2026, discussing a wide range of transport matters including development funding for bus services, the management of the Local Transport Delivery Plan, and updates on the Greater Cambridge Transport Strategy. Key decisions included recommending the approval of allocated Section 106 developer funds for bus services and noting progress on the Greater Cambridge Transport Strategy.

Development Funding for Bus Services

The committee resolved to recommend to the Combined Authority Board the approval of allocated Section 106 developer funds. This includes £733,814.81 for the 'Contracted Bus Service Review' and £685,234 to Stagecoach East for the Cambridge–Northstowe Citi 5 service, subject to subsidy control assessments. Additionally, they recommended approving the spend of S106 funds for ongoing community transport projects in Northstowe and Sawtry, delegating authority to the Assistant Director of Public Transport for grant funding agreements. The committee also noted the follow-on work for the Network Reimagining project.

Management of the Local Transport Delivery Plan and Wider Capital (Transport) Programme

The committee noted the progress made since the approval of the Local Transport Delivery Plan (LTDP) in March 2026. They also noted the arrangements being established to monitor and report delivery of the LTDP against the Department for Transport's Local Transport Outcomes Framework and associated funding requirements. Six-monthly performance and monitoring updates will be brought to the Transport Committee. The commencement of the Major Capital Programme Review and the proposed approach to reviewing and prioritising the existing programme were also noted.

Greater Cambridge Transport Strategy (GCTS)

The committee noted the progress made on the Greater Cambridge Transport Strategy (GCTS) and the planned route to formal approval in November 2026. They also recommended to the Combined Authority Board to approve the accompanying interim technical report prepared by Steer as the agreed interim strategic position for the emerging GCTS.

Transport Strategy Update

The committee noted progress to date on the Transport Strategy workstream and provided comment on the Draft Freight Strategy scope.

Community Transport Review

The committee noted the programme plan based on the findings of the commissioned review of community transport and progress to date on individual projects, including the disbursement of Section 106 funding for appropriate projects. They recommended to the Combined Authority Board to continue supporting local Dial-a-Ride and Volunteer Car Schemes through annual grant-funded agreements. Furthermore, they recommended that the provision of Taxi Voucher provision, for which the CPCA has inherited responsibility (the South Cambridgeshire Scheme), should not be expanded and should continue with current arrangements, subject to means testing of existing members in 2027/28 with no new applications being accepted.

Bus Network Reimagined Project - Update

The committee noted the progress of the Bus Network Reimagined Project and the emerging network proposals developed as part of the review of supported bus services across the Cambridgeshire & Peterborough Combined Authority area. They also noted the stakeholder engagement activity undertaken to date, including engagement with neighbouring local authorities, operators and local stakeholders, and the next stages of work, including ongoing consultation, further affordability assessment and continued development of the proposed network changes.

Update on Transport Focus' 2025 Your Bus Journey Survey

The committee noted the key findings from Transport Focus' 2025 Your Bus Journey Survey, the related improvements being introduced across Cambridgeshire and Peterborough for bus users, and the approach to monitoring through Corporate Key Performance Indicators (KPIs).

Budget and Performance Report

The committee noted the outturn financial position of the Transport division for the financial year 25/26 and the Transport division budget for the next 4 years updated for approved carry-forwards.

Work Programme

The committee noted the Transport Committee Work Programme.

Exclusion of the Press and Public

It was resolved that the press and public be excluded from the meeting on the grounds that the next item contains exempt information under Part 1 of Schedule 12A the Local Government Act 1972, as amended, and that it would not be in the public interest for this information to be disclosed.

Bus Franchising: Independent Review into Bus Franchising Implementation Pathways, Strategic Delivery Plan and Next Steps

The committee noted the Mayor's Independent Review into Implementation Pathways for the CPCA Bus Franchising Scheme and the recommendations set out in the report. They also noted the Strategic Delivery Plan (SDP) produced by officers in response to the review's findings and the additional work to be undertaken regarding the development of the SDP, including further consultation on Service Permits and changes to the original outline business case. Finally, the committee recommended to the Combined Authority Board to delegate authority to the Assistant Director Public Transport, in consultation with the Chief Finance Officer and Monitoring Officer, to procure and enter into contracts for consultant and contractor services required to support bus franchising implementation, including works associated with the development of the Peterborough bus depot.
