Local Plan - Final Draft
A significant item on the agenda is the consideration of the final draft of the Local Plan, prepared under Regulation 19 of the relevant planning legislation1. This plan outlines the council's strategy for development and land use within the borough. The report pack indicates that the council will consider the recommendations made by the Place Committee at its meeting on 16 June 2026. The full report and appendices from the Place Committee's agenda are available online for review. Any updated materials or resolutions from the Place Committee will be published as late material for this meeting.
Suspension of Procedure Rules and Public Questions
The council is scheduled to consider a procedural motion to suspend Procedure Rule 17A(1). This rule typically restricts public questions to ordinary meetings. If approved, this suspension would allow for public participation at this special meeting. Following any such approval, the council would then receive and answer questions submitted by members of the public, in accordance with Procedure Rule 17. A period of up to 30 minutes is allocated for this, during which residents or representatives of organisations operating within the borough can ask questions relevant to the committee's remit. Individuals are limited to submitting no more than two questions per meeting, and these must be submitted in writing to democratic.services@kingston.gov.uk by Thursday 18 June 2026.
Exclusion of Press and Public
A standard agenda item concerning the exclusion of press and public is included. This item is intended to be used only if there is a need to consider exempt information during the meeting. If invoked, the council would resolve to exclude the public under Section 100(A)(4) of the Local Government Act 1972. This action would be taken on the grounds that the disclosure of exempt information is likely, and the public interest in maintaining the exemption outweighs the public interest in disclosing the information. The specific regulatory paragraph defining the exempt information would be indicated if this item becomes relevant.
