The Cabinet agreed to close the Bagshot Community Recycling Centre on Swift Lane and open the Camberley Community Recycling Centre on Wilton Road for an extra day a week. The Cabinet also agreed to allow residents of the Royal Borough of Windsor and Maidenhead to use the Lyne Community Recycling Centre in Chertsey. The Cabinet decided to stand by its decision made at the previous meeting not to proceed with Section 1 of the London Road Guildford Active Travel Scheme. The Cabinet approved the Surrey Lifetime of Learning Strategy, the Right Homes, Right Support older people's residential and nursing care delivery strategy, the Coroner's Service Digital Post-Mortem and Mortuary Facility, and a new operating model for the Registration & Nationality Service. The Cabinet also noted the Council's forecast revenue budget and capital budget positions for the year, approved the write-off of an Adult Social Care debt, and noted reports from the select committees on children not in school, interim recommendations on the budget, and the London Road Guildford Active Travel Scheme. The Cabinet also noted the Cabinet Member of the Month report from Councillor Claire Curran.

The Cabinet voted to reject the London Road Active Travel Scheme and to approve a grant of £800,000 to build a new village hall in Rowledge. The meeting also considered the Council’s financial position, its response to the report from the Additional Needs and Disabilities Parent Carer Experience Task Group, and a report from the Surrey Safeguarding Adults Board.

The meeting started with a statement from the Leader of the Council, Councillor Tim Oliver OBE, and a statement from the Leader of the Liberal Democrat group, Councillor Paul Follows. The Council then approved the appointment of Andy Brown as the Section 151 Officer, the absence of Councillor David Lewis from Council meetings, amendments to the constitution, and noted the annual report of the Audit and Governance Committee. A debate was held on an original motion to tackle the increasing problem of motorcycles parking on pavements, which was passed. Another original motion proposed making Surrey County Council an “End Poverty” Council was passed after the rejection of an amendment to commit the Council to not reducing funding for charities that tackle poverty. Finally the Council noted the recommendations of the Communities, Environment and Highways select committee on the referral of a motion on plant based meals.

Councillor Clare Curran, the Cabinet Member for Children, Families and Lifelong Learning, approved proposals to reduce the Published Admission Number (PAN)[^1] of Rygate Priory Community Junior School from 150 to 120 and to introduce a Year 3 PAN of 2 at Audley Primary School from September 2026. The decision followed a statutory consultation on admissions arrangements for Community and Voluntary Controlled schools.

The Cabinet noted Surrey County Council's financial position and approved an increase in the maximum value of projects that can be funded by the Your Fund Surrey small projects fund from £50,000 to £100,000. They also agreed to delegate authority to an appropriate Director, in consultation with the Cabinet Member for Customer and Communities, to approve awards of up to £100,000 for the Your Fund Surrey large projects fund.
